Court of Appeal Decision: Ipswich Gang of Four - headed by corrupt Carl Wulff - deserve their jail sentences

Carl Christian Wulff  - convicted criminal and putative head of the Ipswich Gang of Four - should hang his head in shame in his Wacol prison cell over the next two years as he contemplates his previous repetitive corrupt conduct.

Wulff was the lack-lustre CEO of the Ipswich City Council from 2006 to 2013.

Word around the business community in Ipswich was that he was constantly fighting with councillors, wilfully and deliberately keeping information from them and running the council like his own private company.

Through high living at his and his wife's mansion in the Greater Springfield suburb of Brookwater as well as sheer greed, Wulff corruptly pocketed over $241,000 in bribes and paybacks in association with his three co-conspirators - his wife Sharon Oxenbridge and businessmen Wayne Myers and Claude Walker.

Wulff had been the CEO of  Greater Dandenong, then Ipswich and later the Liverpool City Council in Sydney's west, before the councillors at Liverpool finally booted him out the door.

His prior local government experience was at the previously corrupt Wollongong City Council, south of Sydney.

Wulff was forced to resign from Ipswich City Council in 2013 after it was revealed his investment unit at Hamilton in Brisbane had been rented to Claude Walker, who had been engaged by Wulff as an exorbitantly paid consultant to the Council following the disastrous January 2011 Brisbane and Ipswich flood.

Unbeknown to councillors at the time, Walker's rent was being paid by the Ipswich City Council meaning that Wulff's mortgage was actually financed by the ratepayers of Ipswich.

With a sense of justifiable rage, the Mayor Paul Pisasale stepped in and Wulff was gone in 24 hours.

The Court of Appeal was told that after his arrest in October 2017 by the Crime and Corruption Commission (CCC) Wulff had obtained a job as a traffic controller - a stop/go man. 

When he was facing sentence in the District Court at the end of 2017, Wulff even offered to work for the CCC going around Queensland lecturing councillors in the state's 77 local governments about the evils of corruption.  

His very kind - albeit totally ridiculous - offer was quite rightly rejected in record time by the CCC.

Just imagine having a corrupt convict educating councillors how to be on their best corporate behaviour at all times!

No nonsense councillor Paul Tully is likely to have punched him out on the spot to avoid being forced to listen to hours of drivel from this self-confessed rorter.

Wulff was acting delusionally if he thought the CCC would welcome him with open arms to their Fortitude Valley headquarters.

The only time they welcomed Wulff at their front door was to escort him to the notorious "Star Chamber" where witnesses automatically lose their ancient common law right against self-incrimination.

If Wulff had rigidly stuck to his story to "hold the line" over his corrupt conduct, referred to by the Court of Appeal, it's surprising he didn't face charges of perjury.

At least his wife Sharon saw the writing on the wall by finally rolling-over according to the Court of Appeal judgement on page 8:

"Oxenbridge said that following her direction to appear before the Crime and Corruption Commission (CCC) Wulff gave her a handwritten note that outlined aspects of the consultancy work supposedly done for Myers and suggested that she use that to explain the payments received from Myers. At that stage Oxenbridge refused to co-operate further and made admissions as to her involvement."

But to be fair about Wulff's offer to work for the CCC, based on his extensive experience, Wulff would have been highly-qualified for the job!

Wulff's offer to the CCC in order to get a reduced sentence didn't work with the trial judge or the Court of Appeal.

The Court of Appeal Judges said at page 7 of their decision that another now-jailed businessman Wayne Innes claimed Myers had approached him and said:

"There's an opportunity here, win the work, do it at the right price, you'll make [Wulff] look good. Paul (Pisasale) will be happy.  Everyone will be getting their piece and there's no problem."

This is a very interesting observation by the Court of Appeal: If former Mayor Paul Pisasale would have been "happy" with those corrupt arrangements, was he aware of them and if so, did he report them to the CCC?

As Wulff's appeal and those of his three partners in crime have been unanimously dismissed, he now faces deportation to the United Kingdom when he is released from jail.

He is of Scottish descent and failed to take out Australian citizenship during the past 60 years.

The Minister for Home Affairs Peter Dutton, who favours easy visas for au pair girls, should be prepared to take a hard line on Wulff, as he did with the Tamil family from Biloela, to send a clear message to white-collar non-Australian citizens that their criminal conduct is not acceptable in Australia.

As a convicted felon, Wulff is barred from visiting his family members in the United States for at least 10 years because of what the US Government calls his moral turpitude - "an act or behaviour that gravely violates the sentiment or accepted standard of the community".

With his experience as a stop/go man, when Wulff is released in 2021 he should "stop" off at the nearest Qantas office and "go" straight back to Scotland.

The people of Ipswich will rise as one and shout: "Good riddance Big Bad Wulff!"

Springfield City Group welcomes LNP to Springfield - creating local political conflict

It might be hard for even astute political watchers to believe but the Springfield City Group (SCG) headed by Maha Sinnathamby has reportedly offered the newly-elected LNP Senator Paul Scarr space for an electorate office at Springfield in the same building owned and occupied by SCG on Sinnathamby Boulevard.

This is certain to pit the conservative Senator against sitting ALP members deep in Labor Party heartland.

SCG, previously the Springfield Land Corporation, is not renowned for being particularly politically savvy especially with its cohort of advisers to Chairman Maha - Bob Sharpless, Richard Eden, Russell Luhrs and the erstwhile Jimmy Varghese - as well as a bevy of family members.

SCG's latest actions will be long remembered by many influential locals.

Senator Scarr lives in a leafy, well-to-do Brisbane suburb and will almost certainly find it difficult to connect with the battlers of Greater Springfield.

His only contribution to Queensland politics so far is that his success meant the end of the careers of arch-conservative Senators Ian Macdonald and Barry O'Sullivan.

In one of his first political observations, Senator Scarr has called for an NRL team in PNG but has said nothing about one for Springfield or the rest of Ipswich.

Convicted criminal Andrew Antoniolli who is on a 6-month suspended jail sentence for fraud is still being praised online by Ipswich City Council with a glowing testimonial to his “reinstating pride and trust in the Council” after his election as Mayor in 2017.

Antoniolli said: “From this day forward I will pay your faith with good governance transparency and collaboration."

New Ipswich Mayor Cr Andrew Antoniolli on Thursday reinstated pride and trust in the Council.
Cr Antoniolli was officially inducted as Mayor at the Council Chambers in front of about 100 people including Councillors, family and friends.

As the 50th Mayor of the City of Ipswich, Cr Antoniolli admitted it was a bit surreal, yet extremely humbling to be elected the Mayor and promised to serve with humility and grace.
“As I said, I have the people of Ipswich to thank for putting their faith in me. You voted for a change and you expect nothing less,” he said, wearing the mayoral robes.
“I want to ensure each and every one of you here today, your message was received loud and clear. From this day forward I will pay your faith with good governance transparency and collaboration, and with a genuine mandate for change.
“We have a big job ahead, there’s no denying it. But I have faith in the team of councillors that you see here before you and I have faith in the incredible staff there we have here at Council and I know that by working together we can restore the trust between council and the community and recapture the pride that we all have in our great city.”
Cr Antoniolli paid special tribute to his wife, the new Mayoress, Karina and his five daughters, four of whom were in the chambers for the ceremony.
“As a father they mean everything to me,” he said. “In a sense they are the basis of every decision I make.”
After CEO Jim Lindsay and Cr Antoniolli signed the Declaration of Office, Cr Kylie Stoneman and Cr David Morrison assisted the Mayor into his robes. Former Mayor John Nugent then assisted with the official Chains.
The Mayor was emotional at times and spoke passionately about the Ipswich community.
“We are currently under pressure. But we are and have always shown ourselves to be a resilient community,” he said.
“As the Mayor I am the captain of the team. I’ve got the jersey on and I’m going out there in the field to fight for a good result.”

The LNP has been made to look like gaggling wild geese who failed to deliver a knockout hit once again.

The Greens are predicted to win the seat of South Brisbane at the 2020 state election on politically-twisted LNP preferences.

For a party which claims the Greens are the worst political party in Australia, it beggars belief that the LNP would prostitute itself for such a tawdry outcome.

If Jackie Trad moves west just 25km to the seat of Bundamba, she would win the safe Labor seat hands down.

Simultaneously, she would make many local Labor Party members even happier - for profoundly deep-seated other reasons!

Novice Christian-backed Ipswich Mayoral hopeful David Martin has had his aspirations all but dashed with former right-wing LNP Senate hopeful and friend of Tony Abbott, Teresa Harding throwing her hat in the ring for the $200,000 a year job.

You would think that Teresa Harding's previous ill-fated attempts to win public office would be enough to convince her that she possesses neither the charisma nor the policies to win over the voters of Ipswich.

On the other side of the ledger, Martin’s continuing rapport with Andrew Antoniolli has almost certainly blown his chances out the door.

Martin donated to Antoniolli's mayoral campaign and Antoniolli reciprocated this cosy financial arrangement a few weeks later when Martin successfully stood for Antoniolli's vacant Division 7 seat in the subsequent by-election.

Following their mutually-triumphant efforts, neither Antoniolli nor Martin ever declared a perceived conflict of interest relating to their financial affinity at any Council or Council committee meeting between September 2017 and August 2018 when they were unceremoniously booted out of office.

Martin is now back working in the state prison system as an instructor - a position he is almost certain to continue with after 28 March 2020!

Big tip around the burbs is that Sheila Ireland, who served as an Ipswich councillor for 14 years from 2004 to 2018, will attempt to resurrect her political career.

This time she is reportedly planning a move from Springfield Lakes in the eastern suburbs to the new Division 4 where she now lives. 

Division  4 runs from Barellan Point in the east to the town of Rosewood in the west: Another strange, if not idiotic, electoral boundary which Joh Bjelke-Petersen would have been proud of.

Springfield City Group launches massive legal action against Pipe Networks

A massive claim has been launched in the Federal Court against Pipe Networks, a subsidiary of TPG Telecom over a potential $100 million loss by Maha Sinnathamby’s Springfield City Group.

The often florid deputy SCG chair Bob Sharpless was sounding off this week in the Australian newspaper claiming the Pipe Network's actions were the “worst corporate behaviour” he had ever seen.
